Challenges and Opportunities in Establishing Technology Commercialization Programs at GCC Universities

دول التعاون الخليجي (GCC) هو اتحاد سياسي من ستة بلدان في شبه الجزيرة العربية. دول مجلس التعاون الخليجي في الاقتصادات القائمة على عامل التي تعتمد في الغالب على مصادر الطاقة مثل النفط والغاز الناتج المحلي الإجمالي. وتعترف حكومات دول مجلس التعاون الخليجي منذ فترة طويلة أهمية التعليم وإنشاء العديد من الجامعات. وقد لعبت هذه الجامعات دورا هاما في نشر المعرفة من خلال التعليم والبحث. ولكن مع تزايد أهمية الصناعات القائمة على المعرفة ومبادرات الحكومات لتنويع اقتصادها القائم على عامل إلى الاقتصاد القائم على المعرفة، وقد أدرك صناع السياسة في القطاعين الخاص والعام على أهمية الجامعات في التنمية الاقتصادية الإقليمية. ونتيجة لذلك بعض الجامعات الخليجية هي في عملية تحويل من التعليم مدفوعة إلى المعرفة يحركها ونقل التكنولوجيا. هذه الجامعات لديها دور حاسم كمصدر للملكية الفكرية والمواهب في صناعات التكنولوجيا العالية. وقد وضعت هذه إلى إنشاء مراكز الابتكار التي تدير برامج مثل تسويق التكنولوجيا. ونظرا لطبيعة مبكر من مثل هذا البرنامج هناك العديد من التحديات قبل البرنامج يمكن الحكم الناجح والعديد من هذه البرامج لا تزال تكافح لتحقيق النجاح الأولي. والهدف من هذا الاقتراح هو لتحديد ما هي الفرص الحالية والمستقبلية التي تسببت في خلق مثل هذه البرامج وما هي التحديات الحالية التي تواجهها على منصة المحلية والإقليمية. وهذه النتائج تساعد الجامعات في تأسيس الحاضر والمستقبل من برامج تسويق التكنولوجيا.

"Abstract
The Gulf Cooperation Council (GCC) is a political union of six countries in Arabian Peninsula. The countries
in GCC are factor-based economies whose GDP is predominantly relying on energy resources such as oil
and gas. The governments of GCC have, since long, given importance to education and established several
universities. These universities have played important role in knowledge dissemination through education
and research. However, with growing importance of knowledge-based industry and government initiatives
to diversify its factor-based economy to knowledge-based economy, policy makers in private and public
sectors have realized the importance of universities in regional economic development. As a result, some of
the GCC Universities are in process of transforming from education-driven to knowledge-driven technology
transfer. These Universities have critical role to play in developing intellectual property and talent in high
technology industries. These have led them to establi1sh centers of innovation to manage programs, such
as technology commercialization, entrepreneurship, etc. Owing to early nature of such programs, there are
many challenges before the programs could be judged successful. These programs are still struggling to
achieve initial success. The objective of this proposal is to determine what are the current and future opportunities which have driven the creation of such programs and what are the current challenges faced on local
and regional platform. These findings will assist the universities in present and future to establish technology
commercialization program."
