Moral and Legal Obligations of Parliamentary Editors in Kuwaiti Newspapers from the Perspectives of the Liaison Reporters and MPs

يؤدي الإعلام بوسائله المختلفة دوراً مؤثراً في تسليط الضوء على أنشطة البرلمان ومن ثم الكشف عن مدى فاعلية هذا البرلمان، وطبيعة الصورة التي تتكون لدى جمهور المشاهدين والقراء عن البرلمان ترتبط مباشرة بطبيعة نظرة وسائل الإعلام ذاتها للبرلمان والتي تنعكس على الطريقة والأسلوب الذي تبرز به تلك الوسائل أنشطة البرلمان وفعّالياته. وهنا نشير إلى أن بعض المؤسسات الإعلامية تنظر إلى البرلمان باعتباره مؤسسة موازية أو تابعة للسلطة التنفيذية؛ فتركز على ردود وتصريحات وزراء الحكومة، وتهمّش دور النواب في البرلمان بصفة عامة والمعارضين منهم بصفة خاصة، وبعضها الآخر يسعى إلى التركيز على إبراز سلبيات الممارسة البرلمانية وتضخيمها لخدمة أهداف حزبية. والحصول على ثقة القارئ يُعد من أساسيات الصحافة الجيدة خاصة في ظل منافسة كثير من الوسائل الإعلامية الأخرى، وهذه الثقة تأتي من الالتزام بأخلاقيات المهنة التي تعرف بأنها مجموعة المعايير والقيم المرتبطة بمهمة الصحافة، والتي يلتزم بها الصحفيون في عملية استقاء الأنباء ونشرها والتعليق عليها، وفي طرحهم لآرائهم، وفي قيامهم بوظائف الصحف المختلفة، وهذه المعايير المهنية تقوي إحساس الصحفي بمسؤولياته الاجتماعية. وتتمثل مشكلة البحث في رصد وتحليل المسئوليات الأخلاقية والقانونية للمحررين البرلمانيين في تغطيتهم لأنشطة مجلس الأمة الكويتي من منظور القائم بالاتصال في الصحف الكويتية وكذلك أعضاء مجلس الأمة.

All media play an influential role in highlighting activities of the parliament and reveal its efficacy to the public. The way the readers and the public view the performance of the parliament relates closely to how the media view and assess its activities and performance.

In this respect, we point out that some media institutions regard the parliament as a parallel institution to the administrative authority. Hence, some stress ministers` declarations and responses and generally marginalize the role of MPs, especially the opposition, while others emphasize or exaggerate negative parliamentary practices for partisan purposes.

Gaining the trust of the readers is a basic goal of good journalism, especially in presence of tough competition from other media. This trust stems from moral commitment to professional ethics, which all journalists must adhere to in reporting, commenting and discussing views. These ethical professional standards strengthen a journalist`s sense of social responsibility.

The research focuses on observing and analyzing moral and legal obligations of parliamentary reporters in their coverage of parliamentary practices from the perspective of the liaison reporters and MPs.
