Transforming General Education Through E-Learning: Theoretical Framework Based on Kuwait’s Experience

بسبب إنتشار جائحة COVID - ، شرعت وزارة التربیة والتعلیم في دولة الكویت لوضع خارطة طریق للتعلم 19 الإلكتروني كجزء من تحویل التعلیم في ظل تحدیات عالمیة. حیث یتطلب ھذا المسعى تطویر استراتیجیة عى مستوى الدولة للتعلم الإلكتروني من شأنھا تحسین التعلم والتعلیم من خ ال نشر التكنولوجیا المناسبة لدعم التمیز العلمي في البرامج التعلیمیة، ولنشر ثقافة التعلم الذاتي للمتعلم، ولخلق بیئة ووسائل تعلیمیة تقنیة تعتمد عى أحدث النتائج والأدوات إن مثل ھذا البرنامج الوطني للتعلم الإلكتروني من شأنه أن یضع دولة .التكنولوجیة في مجال التعلم والتعلم الإلكتروني الكویت في موقع الریادة في المنطقة بنموذج تعلیمي متمیز بمرونتة في مواكبة المستجدات العالمیة. یعكس المقترح المقدم في تطویر وتنفیذ استراتیجیة - خبرة المؤلف بصفته رئیس فریق التعلم الإلكتروني في وزارة التربیة من 2018 - 2010 من خ ال ھذا المقترح، یقدم المؤلف إطار نظري للتعلم الإلكتروني من واقع تجربة .التعلم الإلكتروني في مدارس الكویت مدارس دولة الكویت. ھذا بالإضافة إلى عرض مصفوفة لارتباط الأدوار مقابل والكیانات والإدارات ذات الصلة في وزارة التربیة، كمثال، نحو التنفیذ الناجح. یعتمد النموذج المقترح عى ث اث ركائز متكاملة رئیسیة وھي: المعلمون )الأفراد(، المنھج )المحتوى( والتكنولوجیا )الأدوات(. بالإضافة إلى ذلك، یھدف المقترح إلى التأكید عى أھمیة اتباع نھج متكامل غیر تقلیدي نحو التنفیذ الناجح للتعلم الإلكتروني.

Due to the spread of the COVID-19 Pandemic, the Ministry of Education (MoE) in the State of Kuwait will have to take a quick response to transform current teaching and learning practices for the entire school system online. Such an endeavor requires a need to develop a contingency plan and a state-wide strategy for an inclusive and sustainable digital learning model. Developing such plans and frameworks, would lead to a more meaningful and effective digital learning practices. As these frameworks would support the spread of the most recent technology innovations in digital pedagogy and theories relevant to digital learning. Consequently, they shift the didactic learning approach of one-size-fits-all to a more adaptable and productive learning approach. This initiative would place the State of Kuwait in a pioneering position in the region with such an innovative learning model. The proposal reflects on a variety of experiences in the field of education and STEM learning. Indeed, the principal investigator of this study was the head of the e-learning team at MoE in Kuwait from 2010-2018. As a result of this study, we will propose conceptual frameworks to develop a sustainable and inclusive digital learning model in the school system in Kuwait. Along with these frameworks, we will design a matrix of correlation of various roles within each department at MoE to make this plan successful. The proposed frameworks will be based on three main integrated pillars: Teachers and students (Individuals), Curriculum (Content, and assessments) and Technology (tools to promote active learning); while aiming at stressing the importance for an integrated non-traditional approach toward successful e-learning implementation..
