Utilizing Applied Behavioral Research to Execute Subsidy Reform in Kuwait

"سيجمع مشروع البحث المقترح بين جامعة الكويت وكلية لندن للاقتصاد والعلوم السياسية للعمل على التعرف على أساليب العلم السلوكي التي من شأنها أن تمكن الحكومة الكويتية من تطبيق برنامج الإصلاح الاقتصادي بكفاءة. نتائج هذا البحث سيكون لها دور في تطبيق السياسة الاقتصادية العامة للدولة.
سنقوم بمراجعة الأبحاث المنشورة ذات الصلة بالعجز المالي، خصوصاً تلك التي تبين صعوبة استدامة الانفاق الحالي وتلك التي توضح دور الثروة السيادية في الكويت، وجهود الكويت في مجال التنويع الاقتصادي، واتجاهات أسعار النفط، بجانب العوامل الديموغرافية.
كما نود تقييم التقدم الذي حققته الحكومة الكويتية بمسار تنفيذ الإصلاحات المالية من خلال مقارنتها بدول أخرى طبقت الإصلاح المالي، وبذلك ستتمكن من تحديد العقبات التي تحول دون تطبيق الإصلاحات المالية بالمقارنة مع بلدان أخرى. ثم سنقوم بمراجعة أبحاث العلم السلوكي لتحديد أساليب من شأنها أن ترفع من كفاءة قدرة الحكومة الكويتية على تطبيق الإصلاحات المالية.
يهدف هذا البحث إلى وضع الأساس لمشروع تعاون بحثي كبير بين جامعة الكويت، كلية لندن للاقتصاد، وزارة المالية والمجلس الأعلى للتخطيط، لمساعدة المواطنين على اتخاذ خيارات أفضل. "

"The proposed research will bring together Kuwait University and the London School of Economics and Political Science to collaborate in a project to identify methods through which Kuwait's government can more efficiently implement sustainable economic refom1 in the context of applied behavioural research. The outcome of this research will have implications for public policy.

We will screen relevant literature review of why the current government subsidies are unsustainable. We will screen literature on Kuwait's sovereign wealth, economic diversification, the long-term trends in oil price, the demographic factors then asses the likelihood of long running and recording fiscal deficits.

We then would like to analyze the rate of progress at which Kuwait's government is implementing reforms and compare it to other states, both regionally and globally, who have successfully implemented subsidy reform. We aim to identify the obstacles that inhibit citizens, parliament and Kuwait's government from efficiently adopting subsidy reform compared to other countries and then we would like to identify methods of capacity building in the context of applied behavioral research.

This research aims to lay the foundation for an extensive research collaboration project between Kuwait University, the London School of Economics and Political Science, the Ministry of Finance and the Planning and Development council, to help citizens make better choices."
